Acer launches 16GB Iconia B1 Android tablet for ?139

DNP EMBARGO Acer outs 16GB Iconia B1A71 a lowend Android slate for &euro139

Acer's low-end Iconia B1-A71 Android tablet made its debut at CES 2013, packing a dual-core 1.2GHz Mediatek processor and 8GB of internal storage. A few months later here at MWC, the company is introducing a 16GB model of the 7-inch Jelly Bean slate, and it's on sale immediately for €139 (compared to €119 for the 8GB version). The higher storage capacity is the real story here; otherwise, you're looking at the same 1,024 x 600 display, 0.3-megapixel camera and lightweight plastic build. Like the version announced at CES, the B1 is available in Africa, Europe and the Middle East but not North America. Cruise past the break for the press release.

House GOP?s VAWA proposal nixes LGBT, American Indian protections

Supporters of the Violence Against Women Act rally in Washington, DC. (Photo: Chip Somodevilla/Getty Images)

Supporters of the Violence Against Women Act rally in Washington, DC. (Photo: Chip Somodevilla/Getty Images)

After effectively stonewalling the once bipartisan Violence Against Women Act in the last Congress, House Republicans are at it again.

On Friday, the GOP countered a Senate version of VAWA that passed through the upper chamber with bipartisan support last week with their own less inclusive bill that continues to block protections for LGBT domestic violence victims, American Indians, and undocumented immigrants.

Coverage for gay and lesbian domestic violence victims is never mentioned in the bill. The House version essentially makes it harder for illegal immigrants who were abused to reach legal status, and makes it easier for non-American Indians who are charged with abusing American Indian women on tribal land to get their cases excused from tribal courts. It says it will expand assistance to ?adult and youth victims of domestic violence, dating violence, sexual assault, and stalking.? You can read the entire text of the bill here and its official section-by-section summary text here.

The House bill was written to ?protect all women from acts of violence and help law enforcement prosecute offenders to the fullest extent of the law,? Eric Cantor spokeswoman Megan Whittemore, who helped craft the bill, told TPM.

The Senate bill passed last week with bipartisan support in a vote of 78-22. Every Republican and Democratic woman in the Senate voted in favor of its passage.

VAWA was first passed in 1994 but expired at the beginning of this year. Vice President Joe Biden, then the chair of the Senate Judiciary Committee, helped author the original legislation. The bill provides funding to aid and counsel victims of domestic violence while implementing stronger penalties for their abusers. Some of its components included maintaining that a woman?s past sexual history cannot be used against her in a trial of her abuser and that women?shouldn?t?be forced to pay for their own protection or rape exam.

One of the authors of the Senate bill, Vermont Democrat Patrick Leahy,?issued a strong statement condemning the House version, saying, ?This is simply unacceptable and it further demonstrates that Republicans in the House have not heard the message sent by the American people and reflected in the Senate?s overwhelming vote earlier this month to pass the bipartisan Leahy-Crapo bill.?

Other prominent senators were also quick to blast the bill. ?It?s not a compromise, it?s an unfortunate effort to exclude specific groups of women from receiving basic protections under the law. And we cannot allow that to happen,? said VAWA advocate Patty Murray, D-Wash., in a statement. ?House Republican leadership just doesn?t get it.?

President Obama recently pleaded with Congress to pass the Violence Against Women Act in his State of the Union address, saying, ?We know our economy is stronger when our wives, mothers, and daughters can live their lives free from discrimination in the workplace, and free from the fear of domestic violence. Today, the Senate passed the Violence Against Women Act that Joe Biden originally wrote almost 20 years ago. I urge the House to do the same.?

Seventeen Republican representatives recently signed a letter to House Speaker John Boehner and Majority Leader Eric Cantor, expressing support for a bipartisan solution to the legislation.

The Senate version includes $659 million in assistance over five years, a number actually down 17% from the last time the bill was reauthorized in 2005.

In her ?Open Letter? Saturday, MSNBC?s Melissa Harris-Perry addressed Republican Rep. John Duncan of Tennessee, who was recently quoted as saying, ?Like most men, I?m more opposed to violence against women than even violence against men because most men can handle it a little better than a lot of women can.?

Harris-Perry responded:

?Is it that lesbians and gay men can just a take punch better than straight women? Or maybe you?ve decided that Native American women are particularly good at handling intimate violence because you and the other House Republicans still refuse to support a bill that gives tribal authorities the ability to prosecute those who commit acts of violence on tribal lands. Maybe your refusal to reauthorize VAWA is actually based on a belief that when some people are abused it?s just not a big deal because they can handle it.?

The House version of the bill is scheduled to come up in the Rules Committee this Tuesday.

Munster: Apple to bring $199 unlocked Apple iPhone in Q3

Piper Jaffray analyst Gene Munster told clients in a research note on Wednesday that an unlocked, $199 Apple iPhone will be launched in the third quarter of this year. Munster forecasts that Apple will sell 37 million of the low priced handsets in 2013, rising to 96 million next year with 170 million getting rung up in 2015. Despite the lower profit margin on the device, the analyst sees Apple increasing its gross profit as it enters a low-cost handset market believed to be as large as $135 billion this year. But the analyst took a look at the price of handsets in Germany, the U.K., France, China, Brazil and India and discovered that the lowest priced Apple handset, the Apple iPhone 4, is priced 133% higher than the average low cost model in those six markets, which means that right now Apple is currently serving the top of the low-end market. The Apple iPhone 4S is priced at 48% more than the average mid-range phone and the Apple iPhone 5 has a 19% premium to the average high-end unit. That means that Apple currently does not really have a price competitive phone in the low-end, which is where the new model to launch in Q3 will lie.

In emerging markets like China and India, the average low-end handset runs $138 and $140 respectively, according to Munster. The Apple iPhone 4 is priced about 265% higher than the average low priced model in those countries, meaning that for Apple to compete in those markets, it needs to offer a cheaper phone.

South Africa takes test series

South Africa reinforced its status as the world's top Test team when it beat Pakistan by four wickets on the fourth day of the second Test at Newlands.

The victory, with a day to spare, gave South Africa a winning 2-0 lead in the three-match series and came after a dramatic Pakistan collapse in their second innings.

It was South Africa's fifth successive Test win, its sixth successive series victory and extended its unbeaten run in Tests to 14 matches going back more than a year.

'It was one of the more rewarding wins we have had,' said South Africa captain, Graeme Smith.

'We were under pressure (at the start of) day three and we needed two days of big performances.

'To get those performances was incredible.'

Pakistan was bowled out for 169 after starting the day on a relatively comfortable 3-100.

It lost the last six wickets for 22 runs either side of lunch.

At one stage four wickets fell in 13 balls, including three off successive deliveries.

The collapse was engineered by man of the match, left-arm spinner Robin Peterson, and opening bowler Vernon Philander who took three wickets each before Dale Steyn finished off the innings.

Peterson finished with 3-73 and Philander followed up his first innings five for 59 by taking 4-40.

The result was a disappointment for Pakistan, who were on top after two days before a strong fightback by South Africa's lower order batsmen on Saturday.

Pakistan captain Misbah-ul-Haq said Peterson's innings of 84 was 'the game changer -- a lead of 70 or 80 runs on the first innings would have been very important.'

Smith added: 'Robbie was inspirational. To get as close as possible to their (first innings) total was going to be the key.'

Pakistan off-spinner Saeed Ajmal took 4-51 in South Africa's run chase to finish with match figures of 10 for 147.

'He is a world-class bowler,' said Misbah, who felt that Ajmal's performance showed that Pakistan might have had a chance of winning if the target had been 70 or 80 runs more.

'The pressure is different when you are chasing 250,' he said.

Set to make 182 to win, South Africa lost Alviro Petersen 10 runs into their chase, when he was leg before wicket to Umar Gul for one.

Smith and Hashim Amla put on 53 for the second wicket before Smith was leg before to Ajmal for 29 shortly before tea.

Ajmal gained a second leg before decision when he dismissed Jacques Kallis for 21.

Amla (58) and De Villiers (36) shared a rapid 62-run partnership for the fourth wicket before both batsmen perished playing attacking shots.

Faf du Plessis became Ajmal's 10th victim of the match before Dean Elgar hit the winning run.

Facebook wins German court fight on fake names ban

Published: Feb 15, 2013 at 7:27 AM PST
BERLIN (AP) - Facebook has won a court battle against a German privacy watchdog that challenged the social networking site's policy requiring users to register with their real names.

Schleswig-Holstein state's data protection body said Friday it will appeal the court decision. It argues the ban on fake names breaches German privacy laws and European rules designed to protect free speech online.

The administrative court in northern German Schleswig argued in its ruling Thursday that German privacy laws weren't applicable because Facebook has its European headquarters in Ireland - which has less far-reaching rules.

The California-based company argues its real name policy protects users.

Germany's strict privacy rules have posed a legal headache for Facebook, Google and others in recent years, giving consumers significant rights to limit the way companies use their information.

Former UH coach Guy V. Lewis named as Hall of Fame finalist

by Matt Musil / KHOU 11 Sports

HOUSTON -- He has been this way before, exactly 10 years ago, but never before has there been so much optimism around the Basketball Hall of Fame nomination of former University of Houston coach Guy V. Lewis.

The official announcement came Friday as the 12 finalists for this year's class of the Basketball Hall of Fame were announced in downtown Houston, as part of the NBA All-Star Weekend.

When the announcement was made, Hall of Famer and life-long Cougar, Clyde Drexler, jumped out of his seat on the Hilton Americas stage.

"Did you see me pop up on stage and give him a standing ovation? I think coach Lewis is richly deserving,? said Drexler. ?It's been a long time in coming. With all of the support around the world for Guy Lewis, it's hard for me to think that he wouldn't make it."

His trademark polka dot towel would have gone flying, had he been there.

It's the announcement the Cougar faithful and Lewis? former players had long hoped for.

Former Cougar player Otis Birdsong said, "Do you know U.H. hasn't won an NCAA tournament game since Guy V. was here?"

Guy V. Lewis won 592 games. His teams had nine final four appearances and two NCAA Championship berths. He was the first coach in the South to recruit black players. Elvin Hayes and Don Chaney broke the color barrier for the Cougars.

Guy V. was also the man behind the "Game of the Century" versus UCLA in the Astrodome. That was the first regular season game ever televised nationally.

Lewis' family released a statement saying they are happy with the news.

The 2013 class will be selected at the Final Four in April.

Google Maps with Street View now live on Nintendo's Wii U eShop

Google Maps with Street View now live on Nintendo's Wii U eShop

This morning's Nintendo Direct was all about the games, specifically those starring the likes of Luigi. But inbetween news of DLC updates, Nintendo's Bill Trinen made casual mention of Google Maps with Street View availability for North American Wii U owners. To recap, the service -- which is free-to-download right now on the eShop -- brings the GMaps you know and love to the widescreen and the GamePad, as well. What's still unknown, however, is whether or not Nintendo intends to eventually charge users for access to the app's Panorama View-like feature, much like the company plans to do in Japan later this summer.

Turkey: 8 retired military officers arrested

ANKARA, Turkey (AP) ? Turkey's state-run news agency says authorities have arrested eight more retired officers over their alleged involvement in the ousting of an Islamic-led government in the late 1990s.

Anadolu Agency reports say the eight, including seven retired generals, were detained on Wednesday and late Thursday pending a trial over a military campaign that forced former Prime Minister Necmettin Erbakan to resign. No trial date has been set.

Anadolu said Friday that authorities were also questioning six other generals, including a former Air Force commander. They had not been arrested.

Several other officers have already been charged in Erbakan's ouster, which has been dubbed Turkey's "post-modern coup" because the military simply pressured the government to resign.

Turkey has curtailed the military's powers and is making generals account for intervening in government affairs.

Sami Rahamim Finds A Religious Mandate For Gun Control After Father's Death

(RNS) A disgruntled former employee murdered Sami Rahamim's father, Reuven, last September. But the teen doesn't want to be known for what happened to him. Instead, he wants to be recognized for what he is doing about it.

"One of the things I am working toward is to be known for advocacy, not for the unfortunate circumstance that put me here," said Rahamim, 17, of St. Louis Park, Minn.

As a gun violence prevention advocate, he has testified at the Minnesota State Capitol in St. Paul, spoken to churches, synagogues, youth groups, and penned an editorial in The Daily Beast.

On Tuesday (Feb. 12), Rahamim was the guest of Rep. Keith Ellison, D-Minn., at President Obama's State of the Union address. The day after, he was back on Capitol Hill with a group called Mayors Against Illegal Guns. Between shaking hands with Minnesota's congressional delegation, and meeting other survivors of gun violence -- including a one-on-one with former Rep. Gabby Giffords -- Rahamim said the experience was hugely encouraging.

"We share something extremely powerful," he said of the fellow survivors he met. "These people have the same grief and trauma that nobody else can understand besides someone that has lost a loved one to gun violence."

Rahamim, who is taking a break from his senior year of high school while being tutored at home, said losing his father was akin to "being pushed off a cliff."

The question became "what am I going to cling to, what branch am I going to grab?"

Each morning, he attends synagogue to recite the Kaddish memorial prayer for his father, who was shot dead along with five others by a disgruntled former employee. The elder Rahamim had built a successful business, Accent Signage Systems, and specialized in an innovative method for making signs in Braille.

Like his father, Sami is grounded in faith. His rabbi, Alexander Davis of Beth El Synagogue in St. Louis Park, near Minneapolis, said Sami's social advocacy springs from religious passion.

"He's sees what he is doing as an outgrowth of that," said Davis. "Here's someone who really gets it."

But Sami is also grounded in facts, which he rattles off with ease: U.S. homicide rates by guns are 20 times greater than the other top 25 industrialized nations; there are no background checks in 40 percent of gun sales; a U.S. child is 10 times more likely to be unintentionally killed with a gun than children in other developed nations.

"We are just a very real and very scary anomaly among other First World countries," he said.

The high school senior's journey to advocacy has been a quick one, but long in coming. His father, who was active in the Twin Cities Jewish community and an ardent supporter of Israel, took him to meetings of the American Israel Public Affairs Committee in 2011 and 2012. The son attended a teen AIPAC advocacy convention in October 2012.

"I always had an aptitude for advocacy, and the tragic circumstance that brought me here have only accelerated what I was going to do anyway," Sami said.

The day of the mass shootings at Sandy Hook Elementary School in Newtown, Conn., last December, Rahamim attended a rally sponsored by Protect Minnesota, an anti-gun violence group. When he told Heather Martens, the group's executive director, he wanted to get involved, he was invited to go to New York with other survivors of gun violence and meet with Mayor Michael Bloomberg as he launched his gun control initiative.

On Feb. 4, Sami sat two seats away from President Obama at a roundtable discussion on gun violence prevention in Minneapolis.

In the short space of two months, he has gone from being a "son of gun violence victim," as he was labeled in New York, to what the Associated Press called a "survivor and committed advocate."

"It is remarkable, how people cope," said Davis, his rabbi. "For some people, the loss is so draining they have no emotional energy. And yet Rahamim wants to go and make a difference. To jump into that fray knowing this is a very difficult political item requires a certain kind of strength of character."

Sami said he continues to feel his father's presence.

"I know my father is watching us on this journey," he said at a recent talk at his synagogue, "to make our community, our state, and our country a safer place."

Print-Print Blog ? Blog Archive ? Why use Direct Mail Marketing?

direct mail in the postWhy use direct mail?
Direct mail can be a quick, simple and cost effective way to communicate with customers and potential customers. The term applies to printed promotional, sales and marketing materials you send through the post to your target audience. Some of the most popular examples are brochures, flyers, leaflets, postcards and catalogues.

The most effective and successful direct mail campaigns are those that have a clear agenda from the outset, whether that?s to generate sales, drive traffic to a website or create leads for sales and customer service staff to handle.

Larger multinational corporations may employ a team of specialists to design, print, deliver and handle the resulting sales. Many small and medium sized businesses, though, benefit from direct mail campaigns by enlisting the help of direct mail companies and print management companies, outsourcing the design, print and delivery stages of the process so they can focus on what they do best, customer service.

Making it personal
Often consumers respond more positively to direct mail that?s personalised for them. This can be as simple as including the recipient name and address, or can be more complicated, using demographic data to ensure each customer receives mail that should (in theory) appeal to them.
There?s such a thing as over personalisation, though, and some customers can feel uncomfortable with direct mail that displays too much knowledge about them, so only use information you?re sure will add value for the customer usually just adding their name onto the sales literature is enough.

Finding a good printer
Obviously, you want to use a printer who provides high quality print materials at a good price and within a reasonable timeframe. However, it?s also a good idea to look for one who will advise you on the design process and advise you about all the aspects of personalisation and what is available to you. Make the most of your printer?s expertise when it comes to choosing cardstock and flyer formats. A thicker material will post better through letterboxes, so choose a 250gsm or thicker to ensure your flyer makes it to your potential customer undamaged. Unlike Pizza menus which are normally printed onto weight less than 100gsm and they have a tendency to crease and buckle in the postal system which results in an un-professional result.

Using reliable data
If you?re using your own customer database, you know whether your data is current and reliable. If you?re purchasing data lists from lead generating companies, that data can be less reliable. Ask your print management company if they can analyse your data and remove incomplete or incorrectly filled fields to avoid sending out meaningless direct mail and keep costs down further.

Keeping mail costs down
You need to keep an eye on the postal charges for your mail out, this can have a huge impact on the cost of your marketing exercise.

Since mailing can account for the bulk of the cost of a direct mail campaign, choosing A4 size over A5 flyer printing can almost double your postage costs. But a printing company which sends out direct mail regularly will be able to make the most of the ?franked? or ?pre-paid? mail account from Royal Mail,? this means that they will pay less for first and second class post sent in bulk quantities compared to you just buying stamps from the post office. Ask you printer or the mailing company if these savings are being passed on to you, there is a big saving to be made here, depending on the size of your mailing campaign buy up to 20% reduction.

If you know what you want from your campaign and design accordingly with a strong call to action, use quality data and a reputable print management company to keep mailing costs down, and personalise the customer experience, you should find direct mail an effective and profitable way to make the most of your stretched advertising budget.

Villanova chem students fall ill during lab

By Kari Huus, Staff Writer, NBC News

The Chemistry Department at Villanova University in Pennsylvania is reviewing all protocols and procedures after a lab experiment prompted evacuation of the science building and sent nearly 30 people to the hospital on Tuesday ? some with nose bleeds and many others who were having trouble breathing.

"One student fell ill, she was taken to the ladies room, they thought it was an asthma attack, then she started having nose bleeds," said Police Superintendent Bill Colarulo of Radnor Township, just northeast of Philadelphia, NBC Philadelphia reported.

The teacher who was overseeing the lab experiment then started to feel faint and other students began having adverse reactions. The most common complaints were of dizziness, nausea, breathing problems and feeling light-headed.

"There was no indication of a chemical spill or reaction,"?David Tedjeske, director of public safety at the university, said in a statement on Wednesday.?"The experiment being conducted was a commonly performed organic synthesis using propionic acid and alcohol to create a compound. The chemistry department is conducting a comprehensive review of their protocols and procedures as the safety of our students is always our highest priority."

According to New Jersey?s Right to Know Hazardous Substance List, propionic acid is a?corrosive chemical used as a preservative, fungicide, and antimicrobial agent.

Direct contact with the acid can severely irritate and burn the skin and eyes and inhaling it can irritate a person?s nose, throat and lungs, causing shortness of breath and other complications, according to the website.

"There are fume hoods in the lab and the students all wear protective gear when performing the experiment, including eye protection," said?John Gust, director of media relations at Villanova. "This was a commonly performed experiment that has been run the same way numerous times before without incident."

Hazmat crews evacuated the whole science center building, and set up hazmat tents for treating affected students.

"We got evacuated, nobody was really sure what was going on," student Justin Wickersham told NBC Philadelphia. "We just thought it was a regular fire drill."

All students in the lab were contacted and asked to return to the area for evaluation, said police and university officials.

In total, 45 individuals were evaluated by Villanova and Radnor emergency responders and 29 of those were transported to local hospitals, evaluated and released.

The?science building was deemed safe and reopened on Wednesday.

Pope's brother says Benedict to retire quietly

REGENSBURG, Germany (AP) ? Pope Benedict XVI is planning to stay out of the public eye following his retirement at the end of the month and will probably not write any further works during his lifetime, his brother said Tuesday after talking with the pontiff.

Speaking to reporters in his home in the southern German city of Regensburg, Monsignor Georg Ratzinger, who was ordained on the same day as the pope in 1951, said his brother also has no plans to move back to his German homeland.

"You don't transplant an old tree," the 89-year-old said.

The two are very close, however, and Ratzinger said he's already planning to visit his brother later in the year.

The 85-year-old Benedict shocked the world Monday by announcing that he planned to step down from the papacy at the end of the month.

For Ratzinger, however, the decision was no surprise.

"He has been thinking about it for several months," he said. "He concluded that his powers are falling victim to age."

He talked with the pope by telephone on Monday evening after the announcement and said his brother was now hoping to lead a quiet life in the Vatican. Though he was a prolific writer before and during his papacy, Ratzinger said that was now likely to end.

"I don't think he will write any new works," Ratzinger said.

Rudolf Voderholzer, the bishop of Regensburg who is also in charge of the pope's theological institute that publishes his work, said that even if Benedict does write, no new works would be published during his lifetime.

"Anything he published could be conceived as interference in the work of the next pope," he said.

As for his successor, Ratzinger said his brother "feels that a younger person is needed to deal with the problems of the times."

Asked whether the time had come for a pope from outside of Europe, Ratzinger said that could happen in future, but not immediately.

"For now I think the job will remain with a European," he said.

wise self improvement | self improvement made easy: Strong ...

Leadership has been described as a process of social influence in which one person can enlist the aid and support of others in the accomplishment of a common task (Wikipedia).

To be a leader at the company or organization means to be a strong, effective, smart, all-round, ambitious person. Real leaders consistent with these features.

But there are a lot of weak, ineffective, selfish leaders, who want to manage subordinates, to asset their-self through staff.

Let's talk about the second ones - weak leaders. Such people try to find the weak link among his/her employees. He/she only sees different mistakes, negative results and so on. A weak employer wants to show himself/herself from the strong side, but it can be done for a long time.

How to identify - are you a strong leader or a weak leader?

    1. The weak employer tries to know the whole situation at his/her company by himself. He/She knows everything because he/she tries to do much work by himself/herself. A strong leader, otherwise, delegates some of his rights and duties to his/her managers. He/she builds a team, which can support him/her with the right and clear information about every step of the company's movement.

    2. Weak leaders are always busy. They don't have time to make a call, to think about company's future strategies. Why does it happen? The explanation is simple - you want to be everywhere, to do everything and you don't trust to your employees to make the most important tasks.

    3. An effective employer looks for success in others. He/she realizes that employee is a person who can make mistakes. Such leaders try to focus on what has been done well. If something goes wrong he/she tries to solve a problem with employee together. The ineffective leader, conversely, sees only bad sides. He/she focuses on what has gone wrong. This type of employer wants to abase the employee, to show his/her superiority. Strong employers educate and respect their subordinates.

    4. Weak employers interact with direct reports. Strong employers interact with his/her team to be a resource for them. Truly effective leaders are enough competent in any side of their business. The secret is that they manage their team in a productive way. They can be simple and discuss any employee's problem, and at the same time they can be like a peer listening to the reports.

So, there are two types of employers - weak and strong. What kind of leaders are you, and what are you to do to improve your leadership skills? Think about these questions and make the right decision.

Analysis: France runs into German wall on EU growth drive

PARIS (Reuters) - French efforts to divert Europe from economic austerity have foundered twice in a week due to German resistance, underlining a growing policy divide that is hobbling the core partnership.

Berlin rejected President Francois Hollande's call on Tuesday to set a mid-term target for the euro, a move he hoped would bring the single currency down to a level that would make it easier for French industry to sell its goods abroad.

Three days later, German Chancellor Angela Merkel joined forces with Britain's David Cameron at a Brussels summit to push through the first ever cut in the 27-nation's budget, taking an axe to spending on infrastructure projects backed by Paris.

"Is it the budget I would have liked if it was just up to me? No. But the problem with Europe is that there are others involved," a resigned Hollande told reporters after all-night talks secured a deal on EU funding from 2014-2020.

Both Hollande and Merkel have insisted that the Franco-German motor is still driving EU integration 50 years after the friendship pact between the former World War Two foes.

But while they say achievements such as last year's deal on EU banking supervision show that Paris and Berlin can still overcome their differences to forge compromises, the French voice is increasingly struggling to make itself heard.

"EU budget: Hollande left out of pocket", ran the headline of the left-leaning Liberation newspaper on the roughly three-percent cut in EU spending, mainly at the expense of transport, energy and telecoms projects which Paris has argued would foster growth and make Europe's economy more competitive.

"Cameron and Merkel impose austerity on Hollande" was how the conservative Le Figaro summed up the meeting.

    PRE-SUMMIT HUDDLE

Hollande could have expected a hero's welcome in Brussels for his handling of his first war in the African state of Mali, where French forces have driven al Qaeda-linked rebels out of its main northern towns and into the hills.

Moreover, with Cameron having put Britain's EU membership on the line by promising a referendum on it if re-elected, last week's summit could have offered France and Germany the stage to rally together in a demonstration of European solidarity.

But in the budget wrangling that ensued, it was Hollande who looked isolated as his efforts to forge a coalition of southern and eastern European states demanding more generous spending were quashed by Germany, Britain and other northern countries.

EU officials were mystified when Hollande, citing other engagements, chose not to attend a pre-summit huddle with Cameron, Merkel and EU President Herman Van Rompuy on Thursday afternoon where key details of the deal were hammered out.

From then on, what Cameron called the band of "like-minded budget disciplinarians" including Germany, the Netherlands, Sweden and Finland had the upper hand and for France, it was a matter of salvaging what it could from the summit.

While the overall EU farm spending of which France is the main beneficiary will fall sharply from its 2007-2013 level, Hollande managed to limit the damage to French farmers with a small rise in related funds for rural development.

But he had to concede that Britain's cherished 29-year-old rebate from EU spending, about which he had noisily complained in the run-up to the summit, would have to remain untouched.

"We are seeing the Germans extending a hand more and more often to the British than to us," French political analyst Eric Zemmour said, suggesting Merkel's priority was to give Cameron ammunition at home to defend Britain's membership in the EU.

    WIDENING GULF

Ultimately, cuts to an EU budget which in total represents barely one percent of the region's economic output are unlikely to influence how quickly it comes out of the current downturn.

However the clash between Paris and Berlin on the level of the euro currency points at deep-rooted differences in the national interests of the two countries that may prove more telling in the long run.

A study by Deutsche Bank last month calculated that France's exporters start being priced out of world markets when the euro rises above 1.22-1.24 dollars - a level it has already long left behind to trade at $1.33 now.

Germany's higher value-added export products, however, only start to be disadvantaged when the exchange rate is above $1.54. Until that point, there is little damage to the German economy and indeed some benefit in a strong euro because it keeps the prices of imported goods and hence inflation in check.

"We do not agree on economic policy and a number of other areas," Jean-Dominique Giuliani, head of the Robert Schuman Foundation, a French think tank on Europe, told Europe 1 radio.

"The gulf between France and Germany is widening somewhat and that worries me."

(Additional reporting by Luke Baker in Brussels, Andreas Rinke in Berlin, Peter Griffiths in London and Leigh Thomas in Paris; editing by Anna Willard)

Genetically engineered virus kills cancer: study | The Raw Story

    By Agence France-Presse
    Sunday, February 10, 2013 13:53 EST

    ?

A genetically-engineered virus tested in 30 terminally-ill liver cancer patients significantly prolonged their lives, killing tumours and inhibiting the growth of new ones, scientists reported on Sunday.

Sixteen patients given a high dose of the therapy survived for 14.1 months on average, compared to 6.7 months for the 14 who got the low dose.

?For the first time in medical history we have shown that a genetically-engineered virus can improve survival of cancer patients,? study co-author David Kirn told AFP.

The four-week trial with the vaccine Pexa-Vec or JX-594, reported in the journal Nature Medicine, may hold promise for the treatment of advanced solid tumours.

?Despite advances in cancer treatment over the past 30 years with chemotherapy and biologics, the majority of solid tumours remain incurable once they are metastatic (have spread to other organs),? the authors wrote.

There was a need for the development of ?more potent active immunotherapies?, they noted.

Pexa-Vec ?is designed to multiply in and subsequently destroy cancer cells, while at the same time making the patients? own immune defence system attack cancer cells also,? said Kirn from California-based biotherapy company Jennerex.

?The results demonstrated that Pexa-Vec treatment at both doses resulted in a reduction of tumour size and decreased blood flow to tumours,? said a Jennerex statement.

?The data further demonstrates that Pexa-Vec treatment induced an immune response against the tumour.?

Pexa-Vec has been engineered from the vaccinia virus, which has been used as a vaccine for decades, including in the eradication of smallpox.

The trial showed Pexa-Vec to be well tolerated both at high and low doses, with flu-like symptoms lasting a day or two in all patients and severe nausea and vomiting in one.

The authors said a larger trial has to confirm the results. A follow-up phase with about 120 patients is already underway.

Pexa-Vec is also being tested in other types of cancer tumours.

Bill Gates talks Steve Jobs, health, tech on Reddit

Bill Gates appeared on social news site Reddit this morning for an "ask me anything" or AMA post, in which he responded to unfiltered questions from a horde of anonymous users. The discussion ranged from broader Internet and computing issues to personal details and his work at the Foundation.

Gates is currently the co-chair of the Bill and Melinda Gates Foundation, but is more well-known for heading Microsoft during its salad days in the '90s ? and, of course, for being among the world's richest individuals.

The AMA post was put up at about 10 AM Pacific time, alerting users that Gates would be answering questions starting at 10:45. This delay gives the users of Reddit some time to write in and vote up answers they would like to hear the billionaire philanthropist answer.

Gates "verified" the post was real in the traditional manner of taking a picture of himself holding a piece of paper with his username. The answers started rolling in promptly at 10:45; here are a few of the more interesting ones:

On the goals and accomplishments of the Gates Foundation:

So far our biggest impact has been getting vaccines for things like diarrhea and pneumonia out which has saved millions of lives. Polio will be a great achievement along with key partners when that gets done.

Our goals are focused on helping the poorest (globally) and improving education (in the US). We spend half of our money on global health. One metric to look at is reducing the number of children (under 5) who die. My annual letter talks about the amazing progress that has been made on this. Amazingly as health improves families choose to have less kids so paradoxically population growth goes DOWN as you improve health helping with almost every issue - from stability to the environment..

On what still needs to be done:

It would be nice if all governments were as rational as the Nordic governments - reaching compromise and providing services broadly. The Economist had a nice special section on this last week. Africa governments have often been weak but you can't write a check to change that. Fortunately the average quality is going up.

I am disappointed more isn't being done to reduce carbon emissions. Governments need to spend more on basic energy R&D to make sure we get cheap non-CO2 emitting sources as soon as possible.

Polio is the first thing to get done [eliminate] since we are close. Within 6 years we will have the last case. After that we will go after malaria and measles. Malaria kills over 500,000 kids every year mostly in Africa and did not get enough attention until the last decade. We also need vaccines to prevent HIV and TB which are making progress...

    On his hobbies:

I love playing tennis. I am an avid bridge player (a card game if you have not heard of it - it was more popular in the past!). I like to tour interesting things with my kids like power plants, garbage dumps, the Large Hadron Collider, Antarctica, missile Silos (Arizona),... I read a lot and watch courses (online or the Learning Company)..

On what he gives people for their birthdays:

Free software. Just kidding. Books actually.

    On his favorite book...

My favorite of the last decade in Pinker's Better Angels of our Nature. It is long but profound look at the reduction in violence and discrimination over time. I review a lot of the books I read at gatesnotes.com (is that too self-promotional?)

    ...Band...

Weezer.... Actually U2 is a favorite.. I keep waiting for Spinal Tap to go back on tour...

    ...And programming language:

I write some C, C# and some Basic. I am surprised new languages have not made more progress in simplifying programming. It would be great if most high school kids were exposed to programming...

On what he'd do if Microsoft hadn't taken off:

If the microprocessor had NOT come along I am not sure what I would have done. Maybe medicine or theoretical math but it is hard to say.

    On Steve Jobs:

He and I respected each other. Our biggest joint project was the Mac where Microsoft had more people on the project than Apple did as we wrote a lot of applications. I saw Steve regularly over the years including spending an afternoon with him a few months before he tragically passed away...

On what the non-wealthy can do improve the world:

Most giving is done by the middle class so it is the backbone of generosity particularly in the United States. A key thing is to support government aid which is only 1% of the budget but helps poor countries in incredible ways.

On the next big thing in computers:

Robots, pervasive screens, speech interaction will all change the way we look at "computers". Once seeing, hearing, and reading (including handwriting) work very well you will interact in new ways..

On Microsoft's next big thing in computers:

I just got my Surface Pro a week ago and it is very nice. I am using a Perceptive Pixel display right now - huge Windows 8 touch whiteboard. These will come down in price over time and be pervasive...

On the last thing on his "bucket list":

    Don't die...

Lastly, a user named t_zidd had not a question but aheartfelt "thank you" message:

I need you to see this, MR GATES! I don't have any questions. But I just want to thank you for 100% funding my undergraduate and masters. If not for the Gates Millennium Scholarship, I don't think I could have gone to college. So, once again, from the absolute bottom of my heart, THANK YOU. You have NO idea how much this means to me.

No doubt many who have benefited from the Foundation's work would say the same if they could.

Gates signed off about an hour after he started, suggesting readers visit his website for more information (or follow the many links he provided). The rest of his posts can be found at his Reddit profile. But he left the community one last gift, poking fun at a himself with an infamous picture of him from the 80s, captioned in "meme" style:

Of course, he of all people knows it's not going anywhere.
